What is an Aerosol MSDS Certificate?

An Aerosol MSDS Certificate is a Safety Data Sheet prepared for a product supplied from a non-refillable pressurised container through a valve or release device. Depending on the product, the container may discharge a spray, mist, foam, paste or powder.

The SDS identifies the finished product and responsible supplier, records hazard classification where applicable, and explains first aid, fire response, accidental release, handling, storage, exposure controls, stability, toxicology and transport information. Why is an aerosol SDS different from a liquid-product SDS?

An aerosol package changes how the product is stored and released. The can contains material under pressure, and the propellant may contribute physical or health hazards that are not present in a non-pressurised version.

The SDS should follow the recognised 16-section sequence and remain specific to the submitted formula and pressurised package.

How are aerosol hazards reviewed?

Aerosol classification should not be copied from the bulk liquid or selected from the product category alone. The assessment considers the finished pressurised product and the evidence available for its contents and discharge system.

  • Flammability: flammable ingredients and propellants are important, but aerosol-specific criteria or test information may also be needed. A liquid flash point by itself may not settle the aerosol classification.
  • Pressure: the package is designed to hold material under pressure, so heat, fire and container damage must be addressed.
  • Health hazards: the complete mixture and likely exposure from spray, mist, foam or powder release should be reviewed.
  • Environmental hazards: ingredients and the finished mixture may require aquatic-hazard review rather than a generic statement.
  • Other hazards: corrosive, toxic or sensitising contents may require additional classification and precautionary information.

How is aerosol transport information assessed?

Many products that meet the transport definition of an aerosol are assigned under UN 1950. However, the correct proper shipping description, hazard division, subsidiary hazard, packaging provisions and limited-quantity treatment depend on the exact product and the rules for the transport mode.

PHMSA explains that the shipper is responsible for correct classification and that multiple UN 1950 entries exist. A flammable aerosol may use a different description from a non-flammable or corrosive aerosol. Read the official PHMSA interpretation.

Transport review should confirm:

  • whether the package meets the applicable aerosol definition;
  • the relevant hazard division and any subsidiary hazard;
  • container capacity, net contents and package arrangement;
  • whether limited-quantity provisions are applicable;
  • the intended air, sea, road or courier route; and
  • whether a separate dangerous-goods declaration or classification record is required.
