A pesticide sold as an emulsifiable concentrate, suspension concentrate, wettable powder, water-dispersible granule, bait, dust or ready-to-use liquid can have hazards that come from both the active ingredient and the co-formulants. The SDS must describe the product supplied to the customer.

Why doesn't an SDS replace pesticide registration or labelling?
India’s Insecticides Act, 1968 regulates the import, manufacture, sale, transport, distribution and use of insecticides. An SDS is a hazard-communication document; it does not by itself grant product registration or replace the approved label and leaflet.
The US EPA guidance on pesticide SDS consistency similarly explains that an SDS accompanying a pesticide should not conflict with approved pesticide labelling. Although market rules differ, the practical principle is useful: safety statements, product identity and use information should remain consistent across documents.
Why does the full formulation matter?
A low concentration of active ingredient does not automatically make the finished product non-hazardous. Solvents may affect flammability, surfactants may affect eye or skin hazards, and some ingredients may change environmental classification. Conversely, the hazard profile of a concentrated technical active should not be copied unchanged to a diluted ready-to-use product.
The current UNECE Globally Harmonized System provides hazard-classification and safety-data-sheet principles for substances and mixtures. The classification must be based on the available product evidence rather than the word “pesticide.”
What should the pesticide SDS contain?
The OSHA SDS section requirements provide the familiar 16-section order.

Does every pesticide receive a dangerous-goods entry?
No. Transport classification may depend on acute toxicity, flammability, environmental hazard, concentration, physical form and packaging. The label, SDS and shipping description should not contradict one another. Use DG/Non-DG Classification when a separate shipment conclusion is required.
