Does the SDS describe new cutting oil or used sump fluid?

Does every cutting oil need a UN number?
No universal UN number applies to all cutting oils. Transport information depends on the actual composition, flash point, environmental properties, package and applicable transport rules.
A safety data sheet may support a transport review, but it is not a carrier approval or shipping certificate. The PHMSA guidance on an SDS and shipper responsibility explains that an SDS can be a useful reference while the shipper remains responsible for correct classification and authorised packaging.
When a separate conclusion is required for shipping, review the DG/Non-DG Classification service. Avoid inserting a UN number from another lubricant or from one ingredient without evaluating the finished cutting fluid.
Can one SDS cover a concentrate and its working dilution?
Not automatically. A concentrate may have a different pH, ingredient concentration, eye or skin classification and handling requirement from the ready-to-use mixture. One document can cover more than one grade only when the compositions are sufficiently similar and the hazard conclusions remain valid for all covered variants.
