How are cleaner hazards assessed?

Why do concentrate and ready-to-use versions need separate review?
A concentrate may have a much higher active-ingredient level and a different pH than the diluted product. One SDS should not silently describe both unless the classification and supplied identity are genuinely supported for both.
Do not create general home recipes in an SDS. Incompatible mixtures can produce heat or hazardous gases. Instructions must be based on the actual product and verified compatibility information.
Is a cleaner SDS proof of disinfection?
